Re: Testimony regarding Resolution stating the County Council is opposed to the ApplicaOUNT'( OF H/aw
and the proposed use of a gas station/convenience store/car wash at Church Row in Waimea, to
be submitted at the County Council Meeting on November 2, 2000,
This proposed use does not conform with applicable public policy, plans, laws, codes
ordinances, rules, regulations and other use related public protection review and approvals
Among the many detrimental impacts this Gas Station, etc., would have are.
A significant increase in traffic on Church Row Drive, which is a seriously
substandard County road, in a residential area within yards of five churches;
Safety issues over access/egress onto Mamalahoa Highway on a high traffic curve
directly across from the new emergency access road used by all ambulance traffic to North Hawaii
Community Hospital;
Aesthetic impacts creating visual blight on one of' the most beautiful landscapes on
the Big Island - an area with dozens of flowering cherry trees and architecturally significant
churches - an area dedicated to the community's Japanese heritage and traditions,
Bright lights until at least 11:00 pm - and 24 hours in the future - in an area that is
still relatively free of light pollution. Keck Observatory's manager, Ron Laub, believes this is a
major problem for their astronomers, as it is for the tnany immediate residences;
Noise impacts on both passive Cherry Blossom Park and the daytime sleeping
quarters at Keck headquarters for visiting astronomers;
Liquor sales within yards of five churches - prospects of people parking and
drinking in Church Row Park and on adjacent church property and residences •
For all of the above reasons, I believe the County Council should pass the Resolution
opposing the Application and proposed use of a gas station, etc on Waimea's Church Row
In addition, I request that the Council ask the Planning Director to require a traffic study,
water study and wastewater study. Further, that prior to issuing any approval of any Application
for Planning Approval for the subject site, the Planning Director be requested to make a
presentation to the County Council of detailed findings of fact and conclusions as to how any
proposed use of the site will fully comply with County Codes, Ordinances and Regulations, the
County's General Plan and the Waimea Design Plan and provide for the undim benefits and
amenities of Church Row Park
