The South Kohala Traffic Safety Committee has several serious caner,r.is •
•
about the inherent traffic safety problems created by the propose :el cla ;
station /car wash /convenience store being planned for Church Row in •
Waimea.
1) This project is incomplete without a traffic study. An extensi,-c .:one
should be initiated immediately. This study should identify antidl:•'.;':rl traffic
counts and identify the impact on surrounding uses, as well as aei':ire-ss
options to mitigate any negative traffic impact.
2) I have asked the developer to present his plans to SKTSC. Thr •bm rittee
wants to review the plans and the traffic study.
3) Church Row Drive is a substandard County road and should no ::
upgraded. The area is passive, is used for church functions, festii?is s:,id as
a parade staging area. The Waimea Design Plan states that "thc:
construction of roads to rural standards - without curbs, gutters l J
sidewalks - is a major aspect of the ranch character of Waimea." The
aesthetics should be preserved.
• - - 4) The west junction of Church Row with Mamalahoa Hwy is a ceml dicated
intersection. The County responded to earlier plans of the develc; :cr that
the County would not want access directly from Mamalahoa Hwy b_!•
Waimea group wants to prevent access to Haynes' project from ( :I ;, oil Row.
Both parties have valid reasons. The project would be directly ac :o_s '.he
street from North Hawaii Community Hospital's emergency driv,:. Impact on
