HomeMy WebLinkAboutCOM 0950.004 1998-2000 • O Testimony of Dr. Rose Tseng, Chancellor, University of Hawai'i at Hilo to the Hawai'i County Council - 'r RECEIVED regarding County Council Marketing funding for the University of Hawai'i at Hilo -- University Park for Science and Technology. The objective of this project is to improve the economy of the Big Island by attracting national and international businesses to locate research and development operations in University Park for Science and Technology. This will create: • New high paying skilled jobs for residents of the Big Island and those who wish to return home. • Internships for students while they attend the University. • Jobs for students upon graduation. • Applied research opportunities for UHH faculty members. • Availability of highly trained adjunct professors from the businesses. • Enhanced island -wide economic activity from payroll and other expenditures. • Increased construction expenditures. • Enhanced recognition for the Big Island and the University of Hawai'i at Hilo as a desirable location for both business and education. • A catalyst for location and establishment of additional businesses. The University of Hawaii at Hilo is requesting funding from the Hawai'i County Council to be used for marketing the University Park for Science and Technology nationally and internationally with the goal of bringing new businesses to the Big Island. q Comm. The funds will be used to contract Strategic Alliances, an established "university park" marketing firm. Strategic Alliances will develop: • A sound strategic approach. • An effective organizational structure. • A high quality competitive real estate product for University Park for Science and Technology. Strategic Alliances services will include: • A basic resource assessment. • A real estate assessment. • Organizational and marketing strategies. • A strategic plan. • A business plan. • Composition and design of marketing materials. • Production of printed materials. • Identification of potential tenants. The goal of this marketing effort is no less than remaking the economy of the Big Island by attracting new industry, creating new jobs and expanding the economic and tax base. At the conclusion of the first three years, the objective is to have a minimum of three major national or international corporations locating divisions at the UHH- University Park for Science and Technology which will employ several hundred workers and have annual operating expenditures - in excess of $25,000,000. In conclusion, I urge the Council Members to join this partnership with the University of Hawaii at Hilo. Over the past several months, I have been engaged in a series of conversations with Dr. Rose Tseng and members of her staff regarding the possibility of the County of Hawaii providing some seed money for a new venture aimed at bringing new business and industry to the University Park in Hilo. She has shared with me a proposal to develop a marketing plan submitted by Strategic Alliances, the first phase of which calls for product definition and the creation of marketing materials at a cost of $100,000. - The County of Hawaii is very interested in and supportive of all efforts which will enhance the University of Hawaii at Hilo and build the economic base of the Big Island. We would seriously consider a joint venture relationship that would include a revenue sharing agreement once the program is in full operation. As part of this joint venture, the County is considering providing $50,000 of the $100,000 required to complete the marketing plan and materials. Dr. Tseng has mentioned that you have expressed an interest in participating financially in new ventures on behalf of the University and in partnership with others. Would you consider matching our effort to start this program ?.. Yamashiro Mayor, County of Hawaii 25 Aupuni Street, Room 215 Hilo, Hawaii 96720 -4252 Dear Mayor Yamashiro: I have your letter of July 17, 2000, inviting the County of Hawaii and the University of Hawaii to begin a joint venture relationship that will include a revenue sharing agreement once the marketing materials proposal is completed. Please know that such an arrangement would have my full support and that the University of Hawaii would be pleased to participate. I am asking Dr. Rose Tseng to work with the County of Hawaii to bring this proposal to fruition. I will be pleased to make available the necessary funds from the University of Hawaii, if Dr. Tseng's participation results in a joint venture agreement.
