No. 639 /Reso. 281 -09 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication 639 and Resolution 281 -09, reports as follows: Resolution 281 -09, transmitted via Communication No. 639 from Council Member Kelly Greenwell on December 1, 2009, resolves marijuana should be decriminalized and not be treated as an illicit substance and urges the Hawai`i State Legislature to initiate legislation to decriminalize the cultivation, possession and use of marijuana. Forty -eight (48) public testifiers appeared before your Committee, 23 spoke in support and 25 opposed. Discussion by the Committee was swept by intense emotion ranging far from the question at hand. One member threatened to resign from office, another member called forward lead Corporation Counsel Lincoln Ashida to testify about public testimonies alleging historical Police Department brutalities, but Mr. Ashida explained this was not the venue for such discussion. Public health and welfare and Home Rule were cited as the core issues by the introducer.
