MEMORANDUM OF UNDERSTANDING
The Hawaii State Coalition Against Domestic Violence (HSCADV) enters into this
Memorandum of Understanding (MOU) with County of Hawaii, as collaborative partners.
History
At different times, all of Hawaii's counties have had a Domestic Violence Task Force (DVTF).
Challenges such as a lack of funding, turnover in individual participation, inconsistent
leadership, shifts in priorities, burnout issues, and other factors have resulted in the DVTFs
losing momentum, diminishing, and in some cases dissolving Many believe that failure of
these voluntary efforts was inevitable because they existed either without funding or they
eventually lost funding, making it impossible for leadership to be sustained.
In response to the five -year domestic violence strategic plan, Navigating a Course for Peace,
2007 -2012, in which the need for County Domestic Violence Task Forces (DVTF) is clearly
identified, the Hawaii State Department of Health (DOH) has agreed to provide funding. The
funding is to be used for recruiting and sustaining membership and the development of
organizational structure, function, and cohesiveness to support and improve community
collaboration through the establishment of such Task Forces.
Characteristics of a strong DVTF include focus on:
• involvement of an active and diverse membership base across disciplines and sectors,
including the criminal justice system, victim advocacy, programs for perpetrators, health
care, child welfare, substance abuse treatment, religious institutions, academia, etc.,
• voluntary participation,
• skilled leadership,
• shared vision, mission, and responsibility,
• common goal setting,
• shared decision - making,
• member -driven agendas,
• vested members,

• accountability and improvement, and
• impact on specified outcomes and changes for improving and strengthening the
community's response to domestic violence.
Composition of the Project
HSCADV receives a grant from the Hawaii State Department of Health (DOH) to help with
implementation of the five -year domestic violence strategic plan, Navigating a Course for Peace,
2007 -2012. One of the third year (2009/2010) priorities for implementation is the continued
growth of a domestic violence task force in each of Hawaii's counties: Honolulu, Maui, Hawaii,
and Kauai.
Hawaii County Family Violence Interagency Committee
The Hawaii County Family Violence Interagency Committee is a community collaboration of
entities and individuals including: domestic violence service providers, law enforcement,
government, courts, refugee and immigrant service providers, and others which meets monthly to
discuss coordinated community responses, systems changes, etc. It provides a forum for
networking, information and resource sharing, and assisting in improving services. Individuals
are involved because of their job affiliation, personal interest, and/or commitment, and to
network and communicate with colleagues about domestic violence issues.
Roles and Responsibilities
HSCADV agrees to:
• execute an MOU with the County of Hawaii,
• reimburse the Hawaii County Office of the Prosecuting Attomey, not to exceed
$40,000.00,
• provide training and technical assistance to the Hawaii County Family Violence
Interagency Committee,
• provide monitoring,
• submit programmatic and financial reports in compliance with DOH grant requirements.
Hawaii County Office of the Prosecuting Attorney agrees to provide staffing to:
• serve as coordinator for the Hawaii County Family Violence Interagency Committee,
• serve as convener /facilitator of the Hawaii County Family Violence Interagency
Committee meetings and trainings,

• keep records for the Hawaii County Family Violence Interagency Committee,
• update members through meeting minutes and listservs,
• monitor participation, minimize scheduling conflicts, and scrutinize agendas for
relevance for participants,
• submit an annual budget for projected expenses',
• submit quarterly program evaluation and progress reports, including charting Plan
Performance Measures, and providing documentation as required,
• submit quarterly financial documentation and reports as needed,
• participate in the evaluation process,
• participate in annual monitoring,
• attend an Oversight Body meeting once a year to report on progress and obstacles,
• participate in semi - annual statewide DVTF meetings, and
• participate in a one -day conference on Oahu.
Time Line
The roles and responsibilities described above are contingent on HSCADV receiving the funds
requested from DOH. The beginning and ending dates of this collaborative effort coincide with
the grant period, of July 1, 2009 through June 30, 2010.
For the Hawaii County Family Violence Interagency Committee, this MOU is effective July 1,
2009 through June 30, 2010. (A twelve month period beginning as early as 7/1/08 and ending
no later than 6/30/10.)
Reimbursement payments will be made by HSCADV on a quarterly basis, consistent with the
annual budget for projected expenses, upon receipt of:
• quarterly program evaluation and progress reports including updated Plan Performance
Measures, and
• quarterly financial reports

source) and funding for sending one representative to an Oversight Body meeting once a year. Additional funds,
to supplement First Circuit Court funding, may be set aside for sending DVTF members to one statewide meeting
and a one - day meeting, followed by a one -day conference on Oahu.

This MOU may be amended upon mutual agreement of the parties. Any such amendment shall
not be valid unless in writing and signed by parties hereto.
We, the undersigned, have read and do agree with the HSCADV County Domestic Violence
Task Force Implementation and Evaluation Guidelines and this MOU. Furthermore, we have
reviewed the portion of the proposed budget pertaining to the collaborative effort described
above, and approve it.
