Thursday, June 25, 2009 3:22 PM Prosecutors, Attached are the application kits for the CCP and VW Programs. The total Legislative allocation for both programs is $1,471,990 which is a reduction of $588,868 from the previous award. The allocation has been pro -rated on both the program and county level. The allocation for each county is attached. As usual, the grant amount is subject to the availability of funds. At this date it is not known whether the Governor will restrict funds. Please complete the applications and return them to us as soon as possible but no later than July 16, 2009 for CCP and July 23, 2009 for VW. (VW is given an additional week as the ARRA VOCA grant applications are also in process.) The narrative for these state applications are much shorter than for the federal application, and it would be prudent to look at the previous contract when revising the narrative and budget. After reviewing the applications we will package it with the contract and send it to you for county signatures. The State is allocating funds only on a quarterly basis. Therefore, we are requesting fiscal drawdowns of 25% each quarter, rather than the current two drawdowns of 90% and 10 %. If a drawdown is missed during any quarter (for example, if a contract is not executed during the 1st quarter of the fiscal year), there is no guarantee that we will be able to transfer the funds to the next quarter, and the funds may then be lost to your office. Therefore, to allow time to obtain all signatures so a Request for Funds can be submitted in a timely manner, it is imperative that the applications are received by the due date. Ad • i nal Instructions • On the Title Page the date should be July 1, 2009 - June 30, 2011. • You may use an Excel spreadsheet for the budget. • Please show the full budget for personnel and also list un- funded vacant positions. This helps us to explain the impact of past reductions if contacted by a Legislative Committee or B &F. • If the total cost exceeds the grant amount, make a notation that grant funds will cover $ and County funds will cover the shortfall of $ The VW program also requires a certification from the County Director of Finance indicating that match funds are available. The certification is not needed at the time when the application is sent, but should be sent prior to the contract being executed. If you have any questions for CCP, please call me.
