COMMITTEE ON FINANCE
Re: Comm. No. 661/Res. 291 -09
Your Committee on Finance, to which was referred Resolution No. 291 -09, reports as follows:
Resolution No. 291 -09, transmitted jointly with Bill 191 by Finance Director Nancy Crawford, via
Communication No. 661 dated December 17 2009, authorizes the Office of the Mayor to enter into
an agreement with the State of Hawai`i Department of Transportation to receive $25,154 from a
Section 5311 Non - Urbanized Formula Program grant for the Hawai`i County Mass Transit Agency.
The funds, derived from the Federal Transit Administration, will be used to supplement the Job
Access and Reverse Commute (JARC) grant that was recently appropriated into the operating
budget. The JARC grant is intended to provide increased transportation services for working
commuters and for those seeking employment. Its funding provides the operating costs to establish
additional routes and frequency of bus service, including additional weekday and weekend service.
Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or
other assistance in connection with projects being or to be undertaken pursuant to those powers.
Mass Transit Administrator Tom Brown was present to answer any questions and explained how
the funds will be used.
Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 291 -09,
and recommends its adoption.
