Dear Chair Yoshimoto and Council Members, Enclosed is proposed resolution authorizing the extension of the public sewer system to provide service for the planned Hawaii Housing Finance and Development Corporation (HHFDC) Kamakana Project or your review and consideration in accordance with Section 21- 26.1(a) and (b) of the Hawai`i County Code (HCC). An approved Application for Sewer Extension and a vicinity map showing the project scope are enclosed as supporting material. The sewer extension project is intended to initially serve parcel 74-021: 020 which is owned by FHT Kamakana, LLC. In the future, the sewer extension is intended to serve the following adjacent parcels: 7 -4 -021: 001, 002, 003, 021, and 023 which are currently owned by the State of Hawaii Department of Hawaiian Homelands (DHHL). The Kamakana Project is a HHFDC project being developed by Forest City Hawaii Kona, LLC (Applicant). The Applicant elects to have the County construct the proposed extension and the Applicant will bear the total cost of the construction in accordance with HCC Section 21- 28(b)(1). The Applicant is also requesting County Council approval for reimbursement as provided under HCC Section 21- 28(b)(1). The work consists of installing a new sewer line within a section of Ane Keohokalole Highway that is currently in construction and will connect to existing sewer line which is owned and maintained by the County of Hawaii at the intersection with Puohulihuli Street. This sewer improvement is proposed to be added to the County of Hawai'i, Department of Public Work's Ane Keohokalole Highway construction contract to avoid the disruption resulting from adding this sewer line in the future.
