RESOLUTION NO. 354 10
A RESOLUTION TO PROMOTE THE CULTIVATION, PROCESSING, MARKETING,
DISTRIBUTION AND USE OF ALL VARIETIES OF CANNABIS.
WHEREAS, the Congressional Research Service (CRS) has documented the value of
cannabis as an agronomic crop with attributes such as naturally repelling weed growth, minimal
insect problems, reinvigorating the soil, producing twice as much fiber per acre as cotton with
Less water, and maturing quickly; and
WHEREAS, according to the CRS, cannabis varieties are a source of industrial fiber
yielding four times as much paper per acre as trees; and
WHEREAS, 50 percent of the weight of a mature hemp plant is in the seeds, which are
a source of nutritious high - protein oil that can be used for human and animal consumption; and
WHEREAS, extracting protein from hemp seeds is less expensive than extracting
protein from soybeans and hemp protein can be processed and flavored in the same ways as
soybean protein; and
WHEREAS, cannabis varieties are known to be sources for biofuel production, and
produce biodiesel with better cloud point and cetane value than that made of canola or soy as
reported in Biodiesel Magazine; and
WHEREAS, according to former United States Surgeon General Jocelyn Elders,
varieties of cannabis (Marijuana) have demonstrated medicinal properties such as alleviating
certain types of pain, nausea, vomiting and in the treatment of Glaucoma; and
WHEREAS, the national market for medicinal marijuana has shown a dramatic increase
as anti - marijuana laws are being relaxed; and
WHEREAS, marijuana has been demonstrated to be non - toxic, and would be a
preferable alternative to alcohol by inevitably decreasing the amount of alcohol related incidents
if available; and
WHEREAS, the County of Hawai`i is presently in desperate need for a revitalized
agriculture, an industrial base, and an alternative to alcohol usage; and
WHEREAS, several cannabis varieties best fulfill these needs; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in
order to develop the economic capacity to fulfill these needs the County Council will allow any
and all practices relating to the growing, processing, marketing, and distribution of all varieties
of cannabis to include the decriminalization of the regulated use of the variety of cannabis
known as marijuana.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi; the Office of the Prosecuting Attorney; the
Police Chief of the Hawai`i County Police Department; the Director of the Hawaii County
Department of Research and Development; the Chairperson, of the Department of Agriculture,
State of Hawai`i ; the members of the Senate, Hawai`i State Legislature; the members of the
House of Representatives, Hawai`i State Legislature; Todd K. Apo, Chair, Honolulu City
Council; Bill "Kaipo" Asing, Chair, Kauai County Council; Danny A. Mateo, Chair, Maui
County Council; and the Peaceful Sky Alliance.
