My name is Alan Okinaka and I am a retired Island Manager from the,^, 1 ppwcg ( ,ony l ] when
it was called GTE Hawaiian Tel.
Aloha Honorable Members of the County Council.
I support the budget proposed by Mayor Billy Kenoi because he and his staff has gone
through the process of understanding the relational impact of budget changes made on
different departments and the expected revenues from
various sources. This means the residents of the Big Island will clearly
understand what services and programs will be affected and what changes to expect. In
addition, the many processes that define the services provided by the County government
will be efficient and complete.
The County Council's piece meal approach will result in surprises if implemented because
this relational impact is not known as each council person select changes in one area
without considering its impact in other areas. This kind of budget management often
results in not uncovering overlaps and gaps in functions which will negatively impact the
services provided to the residents and businesses of the Big Island.
