Subject: Testimony in SUPPORT of RESOLUTION # 321 -10 FUEL TAX GRANT IN AID PROGRAM
April 18, 2010
Dear Councilman Chair J. Yoshimoto and Hawaii County Council Members:
I applaud you for your efforts to introduce and pass Resolution # 321 -10 authorizing the Hawaii
County Council to designate a portion of the District's Fuel Tax Allocation to be utilized for Grant —In -
Aid program for non - Profit Organizations for the purpose of Road Maintenance for Private streets and
Roadways. This would allow our Hawaiian Acres subdivision to apply for "Grant -In -Aid" funding from
the Hawaii Fuel tax fund.
I am writing to express my SUPPORT for the Fuel Tax Revenue Grant -In -Aid program
resolution now at council. I have lived in Hawaiian Acres subdivision, which has over 4000 lots, since
2002 and have watched our roads deteriorate annually to a state worse than that of war -torn Iraq. As we
have voluntary roads dues and this program would allow us to apply for road improvement funds to
make our roads safer and more comparable to those in Hilo. Our roads are in desperate need of attention;
they are public access roads and not part of a gated community.
We pay our fuel taxes every day as we drive in Hawaii County, but for decades have received no
benefits on hundreds of miles of county sanctioned private road systems. One Road in Hawaiian Acres
is in such disrepair due to lack of funding, that the Department of Education (DOE) has threatened to
discontinue bus service necessary for picking up and dropping off the students living in Hawaiian Acres.
This in an issue of equity and I look to you to VOTE IN FAVOR of this Resolution to provide
this Grant -In -Aid program from the Hawaii District Fuel Tax fund.
