The following are concerns and questions we have regarding the consultation: 1. Please explain the purpose of this reorganization. 2. What are the associated costs involved with the reorganization and consolidation of Automotive Division and Mass Transit? 3. In regards to the reclassification to higher Salary Range levels of Position #03356 and Position #04125, what in their duties have increased to justify the reclassification upwards? Has the complexity of their duties changed? 4. Now that Position #03356 Mass Transit Operations Assistant will be reclassified to Office Manager, and she will no longer be performing her duties, what position will her current workload be assigned to? Do you anticipate creating a new position to handle the additional volume under the Automotive section? 5. Employees are working at full capacity with regard to their current workload. What impact will the consolidation have on current and new duties and responsibilities? 6. Will any employee be physically relocated? 7. Will consideration be made as to maintain the current worksite location for Position# 01067 and Position# 00314 at the Automotive Division Baseyard? 8. Will changes be made to employees work schedules? 9. Will consideration be made as to maintain the current work schedule of Monday — Friday, 6:30am — 3:00pm for Position# 01067 and Position# 00314? In regards to the proposed redescription and reallocation of Position# 00305, can the proposed reorganization chart be revisited to allow for consultation with incumbent of the current position? 11. Please clarify the Allocation Class and Salary Range for Position #04090. 12. Please identify the clerical position that will be providing administrative support to the County Transportation Specialist Position # 04125. 13. The Automotive Division office staff did not get the opportunity to meet with you prior to this meeting. The office staff has questions that haven't been addressed yet. 1. We know you reallocated other positions for promotions with less seniority, why weren't we given that same opportunity and consideration that you gave to Mass Transit employees? 2. Regarding reclassification and if everything was on the up and up why wasn't Human Resouccs sent to Automotive Division to reevaluate our positions and to see if a reclassification is warranted. Can you explain why this didn't or hasn't happened? 3. This reorganization will critically affect the Automotive Division office staff paper work by adding three (3) of Mass Transit positions two (2) Mechanics and one (1) Auto Mech II positions into the Automotive section. All the AE mechanics, CE mechanics, Welders and supervisors paperwork fall under the Automotive Division office staff of 2 people. How arc we going to manage additional work brought on by a reorganization when we are at 100% capacity? Please address how this reorganization will be beneficial to the County and public sector in terms of cost factors associated with this reorganization. Why do you want to merge Automotive and Mass Transit when we are in an economic crisis and every employee will have to take a drastic cut in pay? Automotive Division has been doing well and financially sound all these years. Why are you in such a rush to merge? 2. Why haven't you met with the Automotive Division employees last year to get their input when this merger first came about? 3. My main conceni is why are you and your staff receiving pay reallocations with a substantial pay raise added to it? Why weren't we at Automotive given a pay raise like you and your staff are receiving? We will have to take a pay cut in July while you and your staff will receive pay raises. Don't you think this is discrimination especially since Hawaii County is an Equal Opportunity Employer? 4. Why weren't the employees given a chance to meet with the Dept of Human Resources to review our job description but instead had our description rewritten to include additional responsibilities without consulting us. Did you ever stop by to see what we do before you went ahead and did all the changes? 5. Whose decision and why was it decided which employee will be reallocated when there are some employees on the same salary range, etc and just as qualified especially since all the reallocations are in Mass Transit? Is this fair? 6. Our job consists of working closely with the mechanics and storeclerk which is more convenient and a greater efficiency remaining at the baseyard. Do you intend on moving us to the location that the Mass Transit staff is now located either now or in the future? How do we know that you will keep your word? Thomas Brown, Transit Administrator Page 2 7. Right now our office hours are from 6:30 am to 3:00 pm? Do you intend on changing our hours now or in the future? How do we know that you will keep your word? 8. I was told that I could be pulled down to the new Mass Transit office if there is a project or whenever I was needed to help the staff there, is this true? Why? 9. How will the phone system be set up to accommodate the merger? What will our role be in answering the phones? I will probably have more questions later but I have an uneasy feeling with this merger and feel that Automotive Division and Mass Transit should be left as is...separate. A decision to merge should not be made in such a rush manner considering the economic crisis as well as the effect it has on the employees.
