Subject: In favor of Resolution 231 -10
Aloha Council Members,
FoPF supports approval of Resolution 231 -10.
This council has an opportunity to to what previous council have not.
That is to reverse decades of neglect and provide a measure of
equity to thousands of Hawaii County residents in the distribution of
funds to maintain our roads.
It is within the Council's legal ability to create a Grant -In- Aid program
to this purpose.
Please consider these points:
1. Residents of many CoH subdivisions are struggling to maintain
public access to the land on private road systems created by CoH
action. CoH needs to address its responsibilities. The CoH can't just
take, it must also give.
2. You are being asked, in an election year, to provide a solution to a
real and persistent problem. Your vote matters to your constituents
and to you.
3. The issue of equitable distribution of taxes has a Constitutional
basis and successful court challenges could result in more extreme
remedies than the simple proposed Grant -In -Aid program proposed.
4. The private sector, in the form of nonprofit road maintenance
groups, is very efficient in using funds for maximum effect. In a Grant -
In -Aid program a lot of good will can be accomplished for little
expense. Voting in favor is in your best interest.
