Aloha Council Members, I am writing as
a resident of Hawaiian Beaches and as a member of the Puna Community
Development Project to express my support for the Fuel Tax Revenue Grant -
in -Aid program resolution. During the long discussions and efforts to make
Puna a safer and better place to live, concerns for road conditions were
often expressed. I believe you know that Puna is a challenging place to live
partly because of the issues of transportation to work and for medical
treatment.
I have heard many people express discouragement and bitterness about
spending their time and efforts to voice their ideas to the county
government when it would seem that their efforts were not respected by
action from the council.
In addition to feeling disregarded, it has also been pointed out that everyone
living here pays fuel taxes but for decades have not received any result from
these taxes because we drive on county sanctioned private road systems.
This feels like taxation without fair and equal benefits distributed to all
citizens.
My impression is that county council members have not deliberately
devised a plan to deprive the people of Puna
equal benefits from tax funds. In our complex county with many needs and
demands finding solutions to the many problems cannot be easy. Giving
equality for people using private roads and paying for services to only
county roads, however would be worth the time and trouble involved in the
change. Please do your best to pass and implement Resolution 321 -10 for
what I believe is your intention to use the power of your position for the
good of all.
