Re: Communication 842, Resolution 353 -10
Requesting Authorization for a Multi -Year Lease of Office Space in Waimea for
Vehicle Registration and Licensing and Office of the Prosecutor
Vehicle Registration and Licensing
In July 2008 the administration completed the process of moving Driver License and other
related operations from the Police Department to the Finance Department. A new division
titled Vehicle Registration and Licensing was created to include those activities as well as
vehicle registration and other licensing operations into one division under Finance.
The purpose of the re- organization was threefold:
• To free up Police officers and office space from driver licensing operations so
resources could be focused on Police core functions.
• To gain efficiencies that could ultimately result from the combination of licensing and
registration functions.
• To provide improved service to the public by bringing vehicle registration to areas
that previously had no services, or had only driver licensing.
One of the targeted areas for providing combined services is Kohala. At this time Driver
Licensing continues to operate in the Police office in Waimea, due to the generosity of the
Police Department. The crowded conditions require that those taking written examinations
do so on one of the two chairs in the very small lobby.
The referenced resolution requests authority to lease space that would allow the Police to
have full use of their limited office space and resources, as well as improved security. It
would also provide a convenient office for the public in that area of the island to conduct
basic licensing and vehicle registration business without travelling to Hilo or Kona.

The Office of the Prosecuting Attorney
The current Waimea office space for the Prosecutor is approximately 600 square feet and
contains facilities for an attorney, clerical staff and a victim counselor. The space does not
provide the privacy that is necessary for interviews and counseling.
A larger space in the same center is available and would provide the ability to separate
victim and prosecutor services into private offices. The proposed area to be leased would
include an office outside of the secure area that would be used by County staff doing
business in Waimea.
The current lease rates being offered are very favorable and the space provided by the
two leases will benefit the Police, Prosecutor and the public by providing appropriate
space for operations and additional services that were not previously available to the
community.
