Your Committee on Finance, to which was referred Bill No. 212, reports as follows:
Bill No. 212, transmitted by Mayor William P. Kenoi via Communication No. 712, dated
March 1, 2010, submits for consideration the proposed Capital Budget for Fiscal Year 2010 -11,
and the Six -Year Capital Improvements Program for the Fiscal Years 2010 -11 to 2015 -16,
consisting of 39 projects totaling $127,603,000, of which $14,175,000 are Federal Grants
Receivable, $113,426,100 are County- financed in whole or in part through bonds, and $1,900 are
fair share contributions (detailed in Table 1, Figure 1)
Attached to the transmittal are five (5) tables, created to provide a summary of capital budget
projects in different formats:
• Table 1. List of Projects and Proposed Funding Sources includes proposed projects
that are requesting funds for this fiscal year, what makes them eligible as a capital
project, location, council benefit district, funding source, 6 -year forecast of funding needs
and total project costs.
• Table 2. Capital Project Eligibility List categorizes projects by their eligibility.
• Table 3. Location of Project by Council District indicates the Council District that the
project is located in.
• Table 4. Council Benefit Districts identifies all the council districts that will actually
benefit from a particular project.
• Table 5. Six -Year Capital Program FY 2010 -11 to 2015-16 lists all projects proposed
by a department and provides the projected funding forecast for the next six fiscal years,
and total estimated project cost.
Approximately 20 of the 39 proposed projects are reappropriations of existing projects totaling
$65,703,000 because appropriations are lapsing and funds will not be encumbered by June 30,
2010.

Your Committee originally reviewed the Capital Budget in conjunction with departmental
program reviews on March 29 through March 31, 2010. Pursuant to Section 10 -4, Hawai`i
County Charter, the Council also conducted public hearings on the proposed FY2010 -11
Operating and Capital Budgets on March 22, 2010 in Hilo and, via video conference, from the
Kona Council Office and the Waimea Council Office.
Upon review of the Mayor's amended budget submittal in May 5, 2010, the Council may
propose amendments as necessary.
During the vote, Ms. Ford voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 212 and
recommends it pass first reading.
