Your Committee on Finance, to which was referred Bill No. 161, reports as follows:
Bill No. 161, transmitted jointly with Resolution No. 164-99, by Finance Director Harry
Takahashi, via Communication No. 512, dated October 21, 1999, amends Ordinance No. 99-7Q
as amended, the Operating Budget ending June 30, 2000. The amendment is as follows:

The Federal Emergency Management Agency (FEMA) Region IX has made available a program
option that permits the State Civil Defense to provide modest hurricane program grants to the
County Civil Defense agencies. The State has agreed to provide Hawaii County the
aforementioned funds to develop and print a hurricane preparedness brochure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 161, and
recommends it pass first reading.
