Your Committee on Finance, to which was referred Resolution No. 164-99, reports as follows:
Resolution No. 164-99, transmitted jointly with Bill No. 161, by Finance Director Harry
Takahashi, via Communication No. 512, dated October 21, 1999, authorizes the Office of the
Mayor to enter into an agreement with the State Department of Defense, Civil Defense Division
for a Hurricane Preparedness grant.
The Federal Emergency Management Agency (FEMA) Region iX has made available a program
option that permits the State Civil Defense to provide modest hurricane program grants to the
County Civil Defense agencies. The State has agreed to provide Hawaii County funds to
develop and print a hurricane preparedness brochure.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 164-99
and recommends its adoption.
