speak on Bill 253 reorganization of Mass Transit and Automotive
Division
Tom Brown held a meeting with the Automotive Division employees
on April 5, 2010 when we were first informed of this
reorganization, but he did not have a meeting with the employees
and their union representatives after April 5th.
The Automotive Division was not asked for any input of this
merge. Tom Brown did not come down to look at our operations.
The Transit Agency and the Automotive Division functions are not
similar. The transit agency provides public transportation
island wide on the Hele On bus, has a shared a ride taxi program
which provides transportation within the urban areas of Hilo and
Kona and repairs buses. The Automotive Division is a support
service for County departments and agencies in the repairs of
equipment and vehicles island wide and bills special fund county
agencies monthly for fuel and repair charges. Our services
create revenues for the County.
In the past the Mass Transit did use a bay in our shop with
usually a week's advance notice to remove equipment in the stall
to open up a bay. The Automotive shop is at full capacity,
unable to add more bays for the Mass Transit mechanics.
Rearranging the priorities of the Automotive shop would cause a
hardship to civil defense, Solid waste, Highways, and all other
divisions within the County.
It was brought up to the Council that the Administration is
thinking of promoting Transportation and decreasing the County
Fleet.
This is the first we heard of this, I work for the Automotive
Division the past 10 years. Past practice has been when a
vehicle or equipment is disposed a new vehicle or equipment
replaces it, and in some cases the old vehicle or equipment
remains in the County fleet unless deemed broken and unable to
repair at which time it will be sold at public auction which the
Automotive Division oversees and it creates revenue.

The following statistics is from County Departments that does
vehicle /equipment repairs:
Department of Water Supply has 100 vehicles with 1 mechanic
islandwide. His duties is diagnostic with minor repairs and
services, otherwise it's contracted out.
Operation Hours: 7 am - 4:00 pm, Monday - Friday
Fire Department is a 24/7 operation and has 4 mechanics & 1
supervisor islandwide with 200 vehicles = 50 vehicles per
mechanic not including jaws of life, chain saws etc.
Operation Hours: 7:30 am to 4 pm Monday - Friday.
Automotive Division has 19 mechanics with 3 supervisors
islandwide and over 1000 pieces of vehicles & equipment = 53
vehicle & equipment per mechanic not including lawn mowers,
curbers, weed eaters, various small equipment, etc.
Operation Hours: 6:30 am - 3 pm, Monday - Friday
Mass Transit has 3 mechanics with 53 buses = 18 buses per
mechanic
Operation Hours: 7:45 am - 8:00 pm 2 shifts
Given these statistics Mass Transit is below the ratio of buses
per mechanics, which doesn't warrant this merge. If they are
having a problem with servicing of buses they can contract it
out to public vendors. All the other maintenance facilities are
at 50 vehicles /equipment per mechanic and beyond but yet still
managing.
The Automotive division is short a CE Mechanic and a CE Repair
Supv II since January 1, 2010 and contracts out equipment if the
department authorizes it. We requested to fill these two
positions and we're in limbo because of this merge with
Automotive Division and Mass Transit.
The facts are:
Added costs to Salary & Wages which will exceed $150,000
per year
Plans to add 4 more mechanics after the merge @ 46,000 x 4
= $184,000
Added costs for plans on relocating the Agency by finding
a property for a new baseyard.

Monthly cost for the office on Kam Ave. at a cost of
$36,662 per year
Regarding the questions about the merger that HGEA sent to Tom
Brown dated May 6, 2010 and copies submitted to the Council
meeting on May 19, 2010. The HGEA union agent did not receive an
answer and closed the consultation in a letter to Tom Brown
dated May 26, 2010 after the Council voted 9 -0. As of Friday
afternoon June 4, 2010 I was notified by HGEA that she still
didn't receive any answers to the 13 questions that he said he
mailed that Thursday May 13.
We are in a recession. All the departments were asked by
Finance to cut up to 20% of their budgets for FY 2010 -2011, and
all County employees are required to take furloughs effective
July 1.
Mass Transit won't feel the effect of the furlough due to there
pay increases. The administration says there is no increase to
the budget for these increases and calls it a wash. This means
they cut the money from another agency and this is still a pay
increase for the Mass Transit employees.
It definitely won't provide better services and would put an
extra burden on the Automotive mechanics already handling 53
vehicles and equipment per mechanic. It definitely won't save
the County and the public any money.
In this recession this reorganization has no merit based on the
statistics. Please vote against this merge. Its not fair to
any County of Hawaii taxpayer, County employees especially when
we will incur property tax increases.

Thank you for the opportunity to meet with you regarding your proposed
reorganization. The following are concerns and questions we have regarding the
consultation:
1. Please explain the purpose of this reorganization.
2. What are the associated costs involved with the reorganization and
consolidation of Automotive Division and Mass Transit'?
3. In regards to the reclassification to higher Salary Range levels of Position
#03356 and Position #04125, what in their duties have increased to justify
the reclassification upwards? Has the complexity of their duties changed?
4. Now that Position #03356 Mass Transit Operations Assistant will be
reclassified to Office Manager, and she will no longer be performing her
duties, what position will her current workload be assigned to? Do you
anticipate creating a new position to handle the additional volume under
the Automotive section?
5. Employees are working at full capacity with regard to theft current
workload. What impact will the consolidation have on current and new
duties and responsibilities?
6. Will any employee be physically relocated?
7. Will consideration be made as to maintain the current worksite location for
Position# 01067 and Position# 00314 at the Automotive Division
Baseyard?
8. Will changes be made to employees work schedules?
9. Will consideration be made as to maintain the current work schedule of
Monday — Friday, 6:30am — 3:OOpm for Position# 01067 and Position#
00314?

10. In regards to the proposed redescription and reallocation of Position#
00305, can the proposed reorganization chart be revisited to allow for
consultation with incumbent of the current position?
11. Please clarify the Allocation Class and Salary Range for Position #04090.
12. Please identify the clerical position that will be providing administrative
support to the County Transportation Specialist Position # 04125.
13. It is our understanding that you will be meeting with the affected
employees to discuss the proposed changes. Please confirm.
