Good Morning Council Chair and Council Members:

My name is Blayne Hanagami, Hawaii Island Manager of the Workforce
Development Division. I submit this testimony in support of Mayor Kenoi's Budget
Proposal before you.
As part of the State Department of Labor & Industrial Relations' mission to
develop Hawaii County's workforce and to support its workplaces, minimizing adverse
impacts on taxes, rentals and transportation is critical to our ongoing efforts to keep
workers working.
I humbly believe that Mayor Kenoi's Budget Proposal, although already an
austere one, sensibly protects many of our Big Island workers relying heavily on County
transportation resulting in greatly reduced personal transportation costs and significantly
reducing vehicles on our highways.
Continued support to our non - profits, our elderly and youth are equally critical for
all of us in this employment and training arena to effectively aid our most vulnerable
segments of our workforce.
Your careful consideration of protecting our already- struggling workforce will be
much appreciated. Thank you very much for allowing me this opportunity to provide
testimony.
