Re: FY 2010 — 2011 Proposed Operating Budget
Dear Council Members:
I am personally against increasing the proposed real property rate for Residential.
The County has indicated these are unprecedented times. Unprecedented times call
for unprecedented decisions.
Questions:
1) What criteria is used to determine, "essential, core service "? Example:
Police Department —what positions in Administration need to be preserved
due to it being critical to maintain public safety?
2) How many of the recommendations made by the past Cost of Government
Committee have been implemented? And, for those that weren't, why not?
Ideas that have been raised in the past:
1) Consolidation of County /State services under one umbrella i.e. road
maintenance, parks
2) Consolidation of County HPD and Fire 911 Dispatch
3) Contracting out: road maintenance, vehicle /heavy equipment repairs to private
business
4) Start an inhouse employee Cost of Government committee. Change culture so
employees can become more efficient. Example: 5/05/10 approximately
20 County PW workers resurfacing Manono Street. By comparison a private
Company doing the same job would use only 8 workers at the most.
5) Use a Professional Employee Organization (PEO) to handle County payroll,
benefits.
6) Increase medical co-share and eliminate retirement medical benefit.
Many private businesses have either laid off or reduced employee work hours
to adjust to loss in revenue base. I'm not aware of any private business that
has increased to prices to compensate to pay for their overhead.
