Your Committee on Finance, to which was referred Resolution No. 168-99, reports as follows:
Resolution No. 168-99, transmitted by Finance Director Harry Takahashi, via Communication
No. 525, dated October 29, 1999, authorizes the County of Hawaii to enter into an agreement
with the State of Hawaii, Department of Business, Economic Development and Tourism for an
Energy Coordinator Program.
The F,nergy Coordinator Program has resulted in implementation of cost effective energy
measures within County operations and the community at large.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 168-99
and recommends its adoption.
