I am speaking in favor or this bill. Because you are familiar with the underlying arguments for a 2% land protection amendment, I will speak only about the justification for putting this proposed amendment on the November ballot. 1) You are not overriding the authority of the Charter Review Commission. Their proposal will appear on the ballot. Of all the proposals, this was the one that required more discussion, more compromise, and left more concern about the result. 2) A majority of voters approved 2% in 2008. 3) Although the economic outlook has changed over the past twenty months, you do not know whether voters have changed their minds and would vote differently. 4) The need to protect open land for future generations -- particularly the most significant sites on this island -- has not changed. If anything, that need grows more pressing with every passing year. 5) As elected officials, you have the responsibility to demonstrate that the public has the final say on a decision of this magnitude. One of you has said that the silent majority is not in favor of a land protection clause. That may be so. It's hard to tell with a silent majority. You have heard repeatedly from quite a few voices in favor of such a charter amendment. The one means of reaching resolution on the issue is to put a full range of choice on the ballot.
