Your Committee on Finance, to which was referred Communication No. 529, reports as follows:
Communication No. 529, transmitted by AI Smith, Vice President, HSAC, dated November 3,
1999, transmits highlights of the HSAC Executive Committee meeting of October 22, 1999, and
requests that the Hawaii County Council review 24 proposals and determine whether it merits
inclusion in the 2000 HSAC Legislative Package.
Prior to considering the proposals, Mr. Smith notified Your Committee that other Counties have
already deleted numbers 3, 6, 16, 18, and 19; thus, no action is needed on those specific
proposals.
Your Committee voted to delete proposal number 14, which would provide the counties with the
flexibility to implement a glass recovery program consistent with local conditions.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 529
and recommends the approval of 18 proposals to be included in the 2000 HSAC Legislative
Package.

By a motion duly made and seconded, the County Council amended Finance
Committee Report 178, by deleting Item 23, as requested by Councilmember Curtis
Tyler. The motion was carried by the following voice vote:
AYES: Councilmembers Chung, Elarionoff,
Jacobson, Leithead-Todd, Pisicchio,
Smith, Tyler, Yagong and Chairman
Arakaki - 9.
NOES: None.
ABSENT & EXCUSED:
None.
FC Report 178, as amended, was adopted.
