Your Committee on Finance, to which was referred Resolution No. 172-99, reports as follows:
Resolution No. 172-99, transmitted by Finance Director Harry Takahashi, via Communication
No. 533, dated November 3, 1999, creates two (2) Housing and Community Development
Specialist II[ Positions.
The Office of Housing and Community Development has received notice that it will be receiving
200 Welfare-to-Work Vouchers and 100 Opt-Out Vouchers for current residents of Hilo Val
Hala Apartments.
The creation of two new Development Specialists is needed to assist with the increase in
program clients.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...".
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 172-99
and recommends its adoption.
