Your Committee on Finance, to which was referred Resolution No. 177-99, reports as follows:
Resolution No. 177-99, transmitted jointly with Bill No. 170, by Finance Director Harry
Takahashi, via Communication No. 543, dated November 10, 1999, authorizes the Office of the
Mayor to enter into an agreement with the State Department of Transportation for a Big Island
Traffic Safety Awareness grant.
The State Department of Transportation has authorized funding to decrease fatal traffic accidents
in the South Hilo and Puna districts by at least 5%. This will be accomplished by conducting
educational presentations, partnering with the community to do projects, conducting speed
enforcement in targeted areas, and airing monthly public service announcements.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 177-99
and recommends its adoption.
