Request for time (lhr) during August 2, 2010, Committee Agenda to discuss
Self Insurance Standing of the County of Hawaii
I am hereby requesting time at the appropriate committee to convene on August 2, 2010 to
discuss the Self Insurance Fund and Associated Coverage currently held by the County of
Hawai`i.

The scope of discussion will include, but not be limited to the position that the County of
Hawai`i is self insured while present cash reserves for suits filed against it stands at $280,866.00.
Although there are some exceptions to the County's liability due to extraordinary catastrophic
events such as those that might involve the County helicopter, this amount of available coverage
could represent possible malfeasance and needs to be addressed. Other Counties in the State do
carry commercial (liability) insurance and under the circumstances, I believe we should do so as
well.
Nevertheless, this issue needs to be discussed, explained and understood. I have talked with
Scott Knowles of the Risk Management Office and I will be meeting with Lincoln Ashida of
Corporation Counsel shortly to help clarify our present situation.
