RESOLUTION NO. 371 10
A RESOLUTION AUTHORIZING THE OFFICE OF HOUSING AND COMMUNITY
DEVELOPMENT TO TRANSFER TWENTY FOUR HOUSING UNITS LOCATED IN
KAWAIHAE TO COUNCIL DISTRICT FIVE FOR USE AS TRANSITIONAL
HOUSING.
WHEREAS, Kawaihae Transitional Housing managed by the Catholic Charities of
Hawai`i will be closed in the near future; and
WHEREAS, the Kawaihae Transitional Housing program contains 24 housing units that
will be moved or demolished when the program has terminated; and
WHEREAS, the County has no immediate plans for a low - income housing shelter in
South Kohala; and
WHEREAS, currently, Council District Five has a significant need for transitional
housing for individuals or families; and
WHEREAS, currently, Council District Five has large land areas within Lava Zones 1 &
2 where federal funds for constructing transitional housing are not available; and
WHEREAS, the housing units moved to Council District Five would be located on
County land near or adjacent to the community center in Pahoa; and
WHEREAS, the County will advertise for a Request for Proposals to have an entity
manage the units, once they are moved to their new location; and
WHEREAS, the housing units will be deconstructed and moved from their present
location in Kawaihae to Pahoa, and then reassembled at their new location in Pahoa through the
use of volunteers; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Office of Housing and Community Development is hereby authorized to transfer twenty four
housing units now located at the Kawaihae Transitional Housing Program in South Kohala to
Council District Five.
BE IT FURTHER RESOLVED that the authorization to transfer the twenty four
housing units shall take effect upon the closure of the Kawaihae Transitional Housing Program.
BE IT FURTHER RESOLVED that the twenty four housing units will be utilized as
transitional housing, to be managed by a qualified vendor to be selected through a Request for
Proposals.
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Honorable Mayor William P. Kenoi and the Housing Administrator, Office of
Housing and Community Development.
