Enclosed is a bill for an ordinance adding the Mamalahoa Bypass Mitigation Measures
project, for $1,000,000 of County funds and for $243,000 of Fair Share funds, to this fiscal
year's Capital Budget. These appropriations are needed to address community safety
concerns with the anticipated increased traffic on Ali`i Drive and Haleki`i Street when the
Mamalahoa Bypass is opened. These concerns are primarily related to motorists
speeding through a residential neighborhood and difficulties of residents accessing their
driveways.

This appropriation is needed to address community safety concerns with the anticipated increased traffic on
AIi'i Drive and Haleki'i Street when the Mamalahoa Bypass is opened.

(bike and pedestrian) pathway mauka on Ali'i Drive from Kamehameha Highway to Kaleiopapa, resolve right -of -way encroachments along Ali'i Drive for bike and pedestrians, upgrade traffic
