No. 784/Bill No. 239 PLACE: Sheraton Keauhou Bay Resort & Hotel 78 -128 `Ehukai Street Kailua -Kona, Hawai`i TIME: 5:33 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 The Committee on Public Safety and Parks and Recreation, to which was referred Bill No. 239, reports as follows: Bill No. 239, transmitted by Council Member Guy Enriques, via Communication No. 784, dated April 7, 2010, is an ordinance amending Chapter 7, Civil Defense, Article 2, and amending Chapter 29, Water Use and Development, of the Hawai`i County Code 1983 (2005 Edition, as amended), by establishing a system for public water spigots to be used by the populace to obtain potable water for everyday needs. This ordinance further provides that during times of impending or declared disaster, the civil defense agency shall assume control of any or all public water spigots to ensure water needs in an expeditious, organized, and effective manner. Council Member Guy Enriques shared that one of the main factor in introducing this measure was based on the expressed feelings from several members of the community as to the "waiting time" in the line at the spigots when there are vehicles with large capacity tanks. He also met with the Civil Defense Department, the Department of Public Works, and the Department of Water Supply to get input on the matter of water spigots. Civil Defense Administrator Quince Mento stated that it has no problems with handing over the water spigots to the Department of Public Works. Mr. Mento also stated that the funding for the spigots will be transferred into the budget of the Department of Public Works. Civil Defense will only have authorization of the water spigots in the event of impending or declared disaster /emergency. Public Works Director Warren Lee stated that his department will assume the maintenance of the water spigots and the area around it. Deputy Director Quirino Antonio of the Department of Water Supply stated that DWS will maintain the waterline up to the meter. check with Quirino if the meter maintenance is by DWS.
