The Committee on Public Safety and Parks and Recreation, to which was referred Resolution
No. 331 -10, reports as follows:
Resolution No. 331 -10, transmitted by Council Member Kelly Greenwell, via Communication
No. 794, dated April 21, 2010, is a resolution to strongly urge the 2011 State Legislature to
prohibit riding in the back of open bed pickup trucks and encourage our fellow county councils
to join this effort..
Council Member Brenda Ford expressed her concern regarding the sitting on the tail gate of the
truck, or on the side, or standing in the back of the cab of the truck. The natural reaction is that
the children will sit in the cab of the truck, and those of appropriate ages goes in the open bed of
the truck.
Assistant Police Chief Henry Tavares stated that under the current statute, HRS §291 -14
prohibits any person 12 years of age and below shall not ride in an open bed pickup truck.
Changes to this law should be made at the State level.
Your Committee on Finance forwards Resolution No. 331 -10 to Council with a negative
recommendation
