Re: Operating Budget
The State of Hawaii Department of the Attorney General's Crime Prevention and Justice
Assistance Division has authorized a $42,610 Enforcement of Protective Orders and
TROs Grant to the Hawaii Police Department. There has been an increase in the number
of reported cases of domestic violence incidents in Hawaii County which has led to a
substantial increase in the amount of protective orders being processed and subsequently
issued. This grant should improve Hawaii Police Department's ability to ensure prompt
service of all protective orders, including those in which a respondent is a convicted felon
or falls under the Lautenberg Act and are thus prohibited from possessing firearms and or
ammunition. The expeditious service of protective orders and seizure of firearms from
restrained respondents will significantly affect the level of protection afforded victims of
domestic violence.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State
of Hawaii Department of the Attorney General for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $42,610 Enforcement of Protective Orders and TROs Grant.

A. REQUEST:
To create an account entitled "Enforcement of Protective Orders and TROs" for $42,610.00.
To enter into a contract with the State Department of the Attorney General Crime Prevention and Justice
Assistance Division under the Enforcement of Protective Orders and TROs Grant.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of the Attorney General Crime Prevention and Justice Assistance Division is providing
a grant to improve Hawaii County's ability to ensure prompt service of all protective orders. This includes
case management of all Firearms Ownerhsip Prohibited and other firearms violations that arise from service
of protective orders. The grant provides funds for overtime to allow officers the necessary time to serve
these orders.
