RESOLUTION NO. 381 10
A RESOLUTION REGARDING THE USE OF UNMARKED POLICE PATROL
VEHICLES.
WHEREAS, the traditional marked police patrol vehicle in Hawai`i County has a highly
visible and recognizable blue -dome light on the roof; and
WHEREAS, rather than displaying a blue -dome light on the roof, an unmarked police
patrol vehicle is equipped with blue LED lights above the rearview mirror, in the vehicle's grille
and on the rear deck, with strobe lighting in both the headlights and taillights; and
WHEREAS, an unmarked police patrol vehicle, by its design, does not achieve the
visual of a police presence to the general public; and
WHEREAS, extensive studies have shown that a police presence is perhaps the most
effective deterrent to crime; and
WHEREAS, the anecdotal record indicates that an increasing image of the police
department as being more concerned with apprehension than with prevention is causing a
deepening rift between the police and those they are charged with protecting; and
WHEREAS, deepening budgetary concerns are creating the perception of a focus on
fines rather than on service; and
WHEREAS, the image of the police as predators rather than protectors ultimately
damages both confidence and efficacy; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
strongly urges the Chief of Police to discontinue the use of unmarked police patrol vehicles.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi, the Office of the Corporation Counsel, the
Office of the Prosecuting Attorney, the Police Chief of the Hawai`i County Police Department,
and the Hawai`i County Police Commission.
