Your Committee on Finance, to which was referred Bill No. 181, reports as follows:
Bill No. 181, transmitted by Finance Director Harry Takahashi, via Communication No. 576,
dated December 3, 1999, authorizes the issuance of general obligation bonds not to exceed
$1,800,000 principal amount for the purpose of financing a portion of the costs of constructing
the East Hawaii Police Detention Facility, and to secure the payment of a loan by the USDA
Rural Development Agency.
Resolution No. 169-99, Drafr 2, provided for issuing of County of Hawaii bonds pursuant to
Chapter 47, Hawaii Revised Statutes, to obtain assistance form the USDA, Rural Development
Agency, and further authorized the Mayor to execute all instruments relating to such loans to
construct the subject facility.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 181, and
recommends it pass first reading.
