Should we consider creating Council Rules to address justification or applicability? The hours of County labor to support requested presentations are a significant expense, and the content of most presentations could be pre - packaged for review outside of the meeting chambers. Over the past twenty months the Committees and Council meetings have hosted a wide variety of presentations. Sometimes these presentations are very educational, and often they are controversial. Too often the subject of a presentation has no clear relationship to any matter on the agenda. Our Council Rules do not speak on this matter or the delegation of time. We members of the Council informally agreed to postpone placing requests for presentation time during the recent months while working on the budget, but now we are back to spending hours on subjects for which we have no pending legislation. Our County Government is large, and we should certainly consider spending more time hearing from our own agencies and people, about the problems we face as a County.
