Your Committee on Finance, to which was referred Resolution No. 370 -10, reports as follows:
Resolution No. 370 -10, transmitted jointly with Bill 271, by Director of Finance Nancy Crawford,
via Communication No. 881, dated July 15, 2010, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawai`i Department of the Attorney General's Crime Prevention and
Justice Assistance Division for a Cell Phone /PDA Violence Grant to the Hawai`i Police Department.
The purpose of this grant is to improve Hawai`i Police Department's ability to respond to crimes
against women perpetrated through wireless /electronic communication devices. Equipment will be
updated or purchased to further enhance the retrieval of digital evidence for crimes involving
domestic violence, sexual assaults, dating violence and /or stalking.
Pursuant to Section 46 -7, Hawai`i Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Lt. Lucille Melemai was present to answer any Council Member questions.
Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 370 -10,
and recommends its adoption.
