Your Committee on Public Works and Intergovernmental Relations,. to which was referred
Bill 266, reports as follows:
Bill 266, transmitted by the Director of Public Works Warren H.W. Lee, via Communication
No. 861 dated July 9, 2010, requests Ilawai`i County Code, Chapter 24, Article 10,
Division 1 (Speed Limits) be amended to implement three changes to posted speed limits along
Puainako Street.
Department of Public Works Traffic Division Chief Ron Thiel was present to explain how traffic
is studied and appropriate speed limits assigned to these specific locations. Many factors
determine appropriate speed, not the least of which is driver behavior. Mr. Thiel assured your
Committee that this was reviewed by a State Engineer, and the proposed changes meet all State
criteria.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of Bill 266, and recommends passage at first reading.
