Your Committee on Finance, to which was referred Bill No 275, reports as follows
Bill No 275, transmitted by Finance Director Nancy Crawford, via Communication No. 889,
dated July 20, 2010, amends Ordinance No 10 -60, as amended, the Capital Budget for the
County of Hawaii for the fiscal year ending June 30, 2011, by adding the following project.

Mamalahoa Bypass Mitigation Measures — County 110 399.5397 90 $1,000,000
Mamalahoa Bypass Mitigation Measures — Fair Share 110 399 5397 90 $ 243,000
Funds for this appropriation increase shall be provided from
General Obligation Bonds, Capital Projects Fund —
Fund Balance and /or Other Sources $1,000,000
Fair Share Contributions (Fund Balance — Designated) $ 243,000
These appropriations are needed to address community safety concerns with the anticipated
increased traffic on Ali`i Drive and Haleki`i Street when the Mamalahoa Bypass is opened
These concerns are primarily related to motorists speeding through a residential neighborhood
and difficulties of residents accessing their driveways.
Warren Lee, Director of the Department of Public Works, said this appropriation is needed to
provide traffic signals at Ali`i Drive (Hualalai, Lunapule, Royal Poinciana and Kaleipapa), a
pedestrian signal on Haleki`i, construct separate community pathway mauka on Ali`i Drive from
Kamehameha Highway to Kaleiopapa, resolve right -of -way encroachments along Ali`i Drive,
and upgrade traffic signals on Haleki`i and Mamalahoa
Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two- thirds vote.
