Your Committee on Public Works and Intergovernmental Relations, to which was referred
Bill 282, reports as follows:
Bill 282, transmitted by the Director of Public Works Warren H.W. Lee, via Communication
No. 896, dated July 21, 2010, requests amending the Hawai`i County Code 1983 (2005 Edition,
as Amended), Chapter 24, article 10, Division 2 (Moving Vehicles), Section 24 -267, Schedule 15
(One way streets), paragraph (f) Kona.
Council member Dominic Yagong asked Department of Public Works Traffic Division Chief
Ron Thiel about enacting this legislation after the fact. Mr. Thiel explained the Director of
Public Works can invoke temporary authority on such changes for three months. Once the
Director of Public Works presents a request to the County Council for changes, the Director may
extend his authority for up to another three months, or until the matter is resolved by Council.
There was no further discussion.
Your Committee on Public Works and Intergovernmental Relations is in accord with the purpose
and intent of I3ill 282, and recommends passage at first reading.
