Your Committee on Planning, to which was referred Bill No. 262, reports as follows:
Bill No. 262, transmitted via Communication No. 841 from Mayor William P. Kenoi, dated
June 1, 2010, presents a Change of Zone Request by Charles Cavedoni and Rong Hua, at Waiakea, South
Hilo, Hawai`i, TMK: 2 -2- 034:082.
Bill No. 262 seeks to amend Section 25 -8 -33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning
Code) of the Hawai`i County Code 1983 (2005 Edition), by changing the District Classification from
Single - Family Residential — 10,000 Square Feet (RS -10) to Neighborhood Commercial - 10,000 Square
Feet (CN -10).
One member of the public was present at the meeting to provide non - substantive comment on Bill 262.
Applicant Hua was present at the meeting. Council Member Dominic Yagong stated that he went to the
site of the proposed rezoning, and noted that the request was in keeping with the character and nature of
the neighborhood. He further stated that in his opinion, the proposed project would not produce any
undue noise disturbance to the neighborhood. Committee Chair Donald Ikeda stated that he too went to
the proposed site and that in his opinion, the proposed project was in keeping with the nature and
character of the community. There was no further discussion on the matter.
Your Committee concurs with the Windward Planning Commission and the Planning Director's favorable
recommendation for approval of the Change of Zone request.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 262 and recommends it
pass first reading.
