Dear Chairman Yoshimoto and Council Members:
It is my pleasure to nominate the following individuals to the County of Hawaii Board of
Ethics.
Mr. Bernard Balsis, Jr., is a 21 -year resident of Hawaii. He is presently employed as
president of the Independent Employers Group (IEG) Federal Credit Union. Prior to
that, he was employed as general manager at the Ka'u Federal Credit Union. If
confirmed, he will serve a term to expire on December 31, 2014.
Mr. David Heaukulani is a life -long resident of Hawaii. He presently is a lecturer at the
University of Hawaii at Hilo. Prior to that, he was employed as executive officer with
the U.S. Army at Pohakuloa. If confirmed, he will serve a term to expire on December
31, 2012, replacing Arthur Martin who recently passed away.

RE: Communication No. 914 : Regarding Nomination
of Individuals to the County of Hawaii Board of Ethics
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
