In 2009, the department implemented VAWA provision for SAFE examinations to be completed without participating or reporting to the police department and may have reflected on the decrease in reported cases. HPD'S Sexual Assault Forensic Examiner (SAFE) is called to conduct exams on victims of Sexual Assault in assisting HPD'S Sex Crimes Units Area I (East Hawai'i) and Area II (West Hawai'i). The SAFE has had the responsibility of assisting with the investigation all sexual assaults and difficult abuse cases. SAFE nurses have been put on standby, which means they must respond when called to conduct an examination. They must be available and drop what they are doing when called and respond to the call for an examination. Prior to the VAWA Grant, the SAFE nurses worked standby with no compensation. This application provides standby pay for the SAFE nurses. Standby pay is needed to compensate the nurses who are on standby status, attract new nurses and retain the current SAFE nurses. Many of the SAFE nurses have left the program due to the lack of adequate compensation. The initial standby pay was $1.78 an hour. The current standby pay is $2.50 an hour. This pay brings the pay scale closer to other comparable programs. Currently seven (7) SAFE nurses are actively practicing within Hawai'i County. The County of Hawai'i in October 2006 hired a full time Sexual Assault Forensic Nurse Coordinator. The coordinator also provides the SAFE examination during the weekday in East Hawai'i only when not attending to administrative duties. The optimal number of SAFE needed to cover the Standby schedule is seven (7) on each side of the island, a total of fourteen (14). SAFE personnel receive extensive training in recognition, evaluation, and classification of various injuries which result from traumatic sexual contact or physical abuse. SAFE personnel also receive specialized training in forensic photography, evidence collection, report- writing and other methods of documenting injuries for evidential purposes. The improved evidence collection and testimonial evidence provided by SAFE personnel to the Sex Crime Unit (SCU) and Prosecutors has contributed to the successful prosecution of many sex offenders and physical abusers of women. SAFE personnel also perform forensic examinations and evidence collection of female homicide victims and Intimate Partner Violence victims where sexual assault is also suspected. 1 Forensic examinations are primarily performed by SAFE personnel at the Kona Hospital located in Kealakekua, and at the Hilo Medical Center. The driving distance between these two hospitals is approximately 115 miles, and takes about a 3 hour drive. Between January — April 2007, because there were no SAFE on standby as a result: • (2) victims in Kona were transported to Hilo for a Sex Assault Forensic Exam; • the SAFE Coordinator went from Hilo to Kona to conduct (2) forensic exams, • and (1) victim from Hilo was driven to Kona for a sex assault forensic exam. Between May 2007 and June 2008, with the inception of SAFE Standby Pay, the total number of SAFEs contracted to be on Standby for SAFE exams increased to five (5). As of October 2009, we have a total of 6 SAFEs in addition to the SAFE Nurse Coordinator. Activities of the SAFE Program since its inception in 1995, has had a significant impact on the County of Hawai'i's ability to respond to violent crimes against women and in identifying and prosecuting perpetrators. B.
