Your Committee on Finance, to which was referred Communication No. 580, reports as follows:
Communication No. 580, transmitted by Legislative Auditor Constance R. Kiriu, dated December 9,
1999, transmits the post-audit Financial Report of the County of Hawaii for the Fiscal Year Ended June
30, 1999, and Management Letter dated October 15, 1998, as prepared by KPMG Peat Marwick.
This year's Management Letter contains findings and recommendations related to:
? Procurement procedures involving purchases under $400 and web-based electronic procurement
system
? The worker's compensation claims process and the compilation and analysis of accident statistics
? Collection of wastewater and solid waste receivables
? Internal controls for cash collection of municipal golf course green fees and building permit fees
? The need to update the County's Long-Range Strategic Information Systems Plan
? Changes in the government reporting model
? Issues related to the County Year 2000 effort
Pursuant to Article X, Section 10-3, Hawaii County Charter, the county council shall provide at least
once every year for an independent audit of the accounts and evidences of other financial transactions of
the county and of every county agency and executive agency. The audit shall be made by a certified
public accountant or firm of certified public accountants designated by the council.
Your Committee on Finance recommends the acceptance of the post-audit Financial Report of the County
of Hawai `i for the Fiscal Year Ended June 3Q 1999, and Management Letter dated October 15, 199, as
prepared by KPMG Peat Marwick. ~
