Re: Capital Budget
Enclosed is a bill for an ordinance adding the Napo`opo`o Road Retaining Wall
Improvements project, for $100,000, to this fiscal year's Capital Budget. This project will
include new concrete rubble masonry retaining walls along with guardrails, asphalt
concrete paving, and related roadway improvements to enhance traffic safety. This
appropriation is needed for the survey and design portion of the overall project.
If there are any questions, please do not hesitate to call the Department of Public Works.

A. REQUEST:
An ordinance amending Ordinance 10 -60, The Capital Budget, by adding an appropriation for
Napoopoo Road Retaining Wall Improvements in the amount of $100,000.00.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This project is to install new CRM walls to replace existing
deteriorating /collapsing walls, including guardrails, A.C. paving,
and related roadway improvements to enhance traffic safety. The $100,000
appropriation is needed for the survey, and design portion. A separate amount will be
requested for the construction, and Right of Way acquisition cost if necessary.

RE: Bill No. 290 : An Ordinance Amending Ordinance No. 10 -60, As Amended,
Relating to Public Improvements and Financing Thereof For the Fiscal Year July 1, 2010
to June 30, 2011 (Napo`opo`o Road Retaining Wall Improvements)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
