Re: Capital Budget
Enclosed is a bill for an ordinance adding the Ka`u Public Safety hnprovements Project for $200,000, to
this fiscal year's Capital Budget. This new comprehensive project shall include but is not limited to:
a. Pahala Volunteer Fire Apparatus Garage
b. Na`alehu Volunteer Fire Apparatus Garage
c. Punalu'u Beach Ocean Safety Tower
d. Ocean View Fire Protection Hydrant installation
These projects are needed to provide for current operations and will greatly improve the delivery of essential
services in the Ka`u District.
The two Volunteer Apparatus garage structures are needed to provide for the adequate storage and security
of assigned vehicles and equipment for the two volunteer fire companies. In addition to the two garages,
funding is requested for the purchase and assembly of a commercially designed and built Ocean Safety
Lifeguard Tower at the Punalu'u Beach Park. Lastly, in an effort to improve overall fire protection services
in the Ka`u /South Kona Districts and specifically in the Ocean View area, it is requested to provide for the
installation of a fire hydrant at the Ocean View Well and Public Access Fill Station project.

RE: Bill No. 292 : An Ordinance Amending Ordinance No. 10 -60, As Amended,
Relating to Public Improvements and Financing Thereof For the Fiscal Year July 1, 2010
to June 30, 2011 (Ka`u Public Safety Improvements Project)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
