Your Committee on Finance, to which was referred Resolution No. 379 -10, reports as follows:
Resolution No. 379 -10, transmitted jointly with Bill 286, by Director of Finance Nancy Crawford, via
Communication No. 908 dated July 30, 2010, authorizes the Office of the Mayor to enter into an
agreement with the State of Hawai`i Department of the Attorney General's Crime Prevention and
Justice Assistance Division for a Enforcement of Protective Orders and TROs Grant to the Hawai`i
Police Department.
The purpose of this grant is to improve Hawai`i Police Department's ability to ensure prompt service of
all protective orders. This includes case management of all Firearms Ownership Prohibited and other
firearms violations that arise from service of protective orders. This grant will significantly affect the
level of protection afforded victims of domestic violence.
Pursuant to Section 46 -7, Hawai`i Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Major Randy Apele was present to answer questions; however, there was no discussion on this matter.
Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 379 -10,
and recommends its adoption.
