Your Committee on Finance, to which was referred Bill No. 196, reports as follows:
Bill No. 196, transmitted by Finance Director Harry Takahashi, via Communication No. 624,
dated January 14, 2000, amends Ordinance No. 99-70, as amended, the Operating Budget,
ending June 30, 2000. The amendment is as follows:

Pursuant to Section 10-8, Hawaii County Charter, Communication No. 624 also certifies that the
General Fund fund balance is $3,765,287.29 as of June 30, 1999. However, the Council
previously approved Ordinance No. 99-142 that appropriated $333,361 from the fund balance to
the Fire Department, and should the Council approve this measure, the remaining balance will
then be $2,431,926.29.
While the aforementioned figure does not fully cover the jury verdict relating to Civil No. 97-
622 (RICO), the administration is requesting that this balance remain unappropriated and be used
to meet the projected fund balance for the 2000-01 operating budget.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 196, and
recommends it pass first reading.
