Your Committee on Finance, to which was refen•ed Communication No. 629, reports as follows:
Communication No. 629, transmitted by AI Smith, Vice President, Hawaii State Association of
Counties (HSAC), dated January 20, 2000, submits highlights of the HSAC Executive
Committee meeting of January 18, 2000. The HSAC Executive Committee also requests that
Maui and Hawaii County reconsider their positions relating to the 2000 HSAC Legislative
Package.
During the counties' review of the proposed 2000 HSAC Legislative Package, one of the
measures amending civil service laws relating to eligible police recruit vacancies was deleted
because it was believed by Maui County that the problem was a local one. It has since been
determined that Maui is also having problems filling vacancies in its police force. It is therefore
requested that Maui and Hawaii County reconsider their positions relating to the aforementioned
measure to allow the measure to be included in the 2000 HSAC Legislative Package.
Your Committee on Finance is in accord with the purpose and intent of Communication No. 629,
and approves the reconsideration of the proposed matter.
