No. 887/Bill No. 272 PLACE: Councilroom Hawaii County Building 25 Aupuni Street Hilo, Hawaii TIME: 3:00 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Planning, to which was referred Bill No. 272, reports as follows: Bill No. 272, transmitted via Communication No. 887 from Mayor William P. Kenoi, dated July 7, 2010, presents a Change of Zone Request by EWM Investments, LLC, at Kapu'a and Puehuehu, Hawai`i, covered by Tax Map Key: 5 -4- 008:001 Bill No. 272 seeks to amend Section 25 -8 -9 (Hawi-Kapa'au Zone Map) and Section 25 -8 -7 (North and South Kohala District Zone Map), Article 8, Chapter 25 (Zoning Code) of the Hawai`i County Code 1983 (2005 Edition), by changing the district classification from Agricultural — Twenty Acres (A -20a) to Family - Agricultural — Two Acres (FA -2a), for an area of approximately 24.174 acres. There was no public testimony. Applicant was represented by Mr. Greg Mooers, Planner, and Mr. Charles Anderson, Agent, at the meeting. Applicant stated that project will start as soon as they receive Plan Approval. Your Committee members opined that this project was a good project and was in keeping with current trends towards downsizing agricultural properties to allow family enterprise and/or sustainability farming. There was no further discussion on the matter. Your Committee concurs with the Leeward Planning Commission's and the Planning Director's favorable recommendation for approval of the Change of Zone request. It should be noted that Council Member Brenda Ford voted kanalua two times.
