Dear Chairman Yoshimoto and Council Members:
It is my pleasure to submit for your confirmation the appointment of Frank J. DeMarco as
County of Hawai'i Director of the Department of Environmental Management, pursuant to the
charter of the County of Hawaii. This appointment was effective September 7, 2010.
Mr. DeMarco was chosen from the Engineering Division of the county Department of Public
Works where he has been employed since 2007. He has worked primarily with the County's
Floodplain Management program since February 2008.
Prior to joining the County of Hawai'i, Mr. DeMarco was employed as Water Quality Resources
engineer for 26 years by the State of California Regional Water Quality Control Board. There
his duties included drawing plans and specifications for wastewater treatment plants and
landfills, and establishing requirements for regulating discharges from wastewater treatment
plants, solid waste landfills, underground storage tanks and hazardous waste sites.
Mr. DeMarco has a Bachelors of Science degree in Construction Engineering from California
Polytechnic State University, San Luis Obispo. He is a licensed Professional Civil Engineer in
California and Hawaii.
Mr. DeMarco will serve co- terminus with my tenure, which will end December 3, 2012.
